Educational Qualifications: M.Sc. (Electronics) & PGDCA from Pt. RSU, Raipur (CG) and Executive MBA (HRM) from University of Pune, PGDEMA from IGNOU.
Shri Hari Narayan Sahu is an enthusiastic and motivated officer with more than 26 years of previous experience in three premier Organisations/Institutes of our Country [(Viz Council of Scientific and Industrial Research (a premier Scientific R & D Organisation under the Ministry of Science and Technology, Govt of India)), and Defence Institute of Advanced Technology, Pune (Deemed to be University and an autonomous Institute under DRDO, Ministry of Defence) and Indian Institute of Information Technology, Pune (An Institute of National Importance by an Act of Parliament). He has held senior leadership role as ‘Registrar’, IIIT Pune and various administrative positions in ‘Council of Scientific and Industrial Research’ Headquarters, New Delhi & CSIR-NCL, Pune and ‘Defence Institute of Advanced Technology’ (DIAT), Pune, where he significantly contributed to the Institute's administrative processes, before joining as ‘Registrar’, HBNI, Mumbai in 2025
Shri H N Sahu has gained experience in the diverse areas of Scientific Administration and Educational Management & Administration in his professional career.; specifically in the area of Supervision of Pre & Post examination activities in connection with CSIR-UGC JRF (NET) Exam and related policy issues, Supervision of Sections dealing with CSIR research fellowship (JRF/SRF/RA) & CSIR Research Schemes, Establishment and other service matters, General administration, Recruitment assessment & promotions of S&T Staff , Teaching & non-teaching staff and , APAR, Human Resource Management, Right to Information, Legal and Vigilance matters, Campus Management, Estate & Works, Financial Management , Officer-in-Charge of Security of Defence Establishment and, Academic administration, Student and Faculty support, Training & Placement, Conduct of Convocation of the University, Conduct of meetings of University/Institute Authorities, Computerization of administrative activities (ERP Implementation), etc, Member of various Institute level Committees etc. he has demonstrated ability to supervise computerized administration. His vast experience in Scientific and Academic Administration, combined with his dedication to public service, makes him a valuable asset to Govt Institutions.
Further, Shri H N Sahu has additional training on the business side of things through ‘Executive MBA’ (specialisation in Human Resources Management) & PG Diploma in Educational Management and Administration and having competence in Computer skills and all forms of Communication. He has handled all the matters related to planning & execution of institute's management policies and liaisoning with Central / State Government authorities and also Industry.
The Registrar is one of the Principal Officers of the Institute, entrusted with statutory functions outlined in the HBNI Statutes/UGC (Institutions Deemed to be University) Regulations, as approved by the Council of Management. These include acting as the ex-officio Secretary to the statutory bodies such as the Council of Management, Academic Council, Planning & Monitoring Board, and conduct all official correspondence on behalf of the authorities and associated activities, to represent the Institute in suit or proceedings by or against the Institute, to enter into agreement etc. Registrar is the custodian of records; the fund of the Institute and such other property of the Institute as the Council of Management may commit to his charge. Apart from the above statutory functions, the Registrar is also enjoined to assist the Vice Chancellor on all matters pertaining to the administration of the Institute.
